Angiolini Review report published
In 2015, Theresa May, home cecretary at the time, met the families of Sean Rigg and Seni Lewis. Struck by the pain and suffering of families still looking for answers, she announced the Independent Review into Deaths and Serious Incidents in Police Custody.
Deborah Coles was special advisor to the review chair, Dame Elish Angiolini, and INQUEST facilitated meetings with bereaved families and lawyers who regularly represent families.
The first-ever review on deaths in police custody, the Angiolini Report was published in October 2017.

Important recommendations were made, from non-means-tested legal aid to phasing out ex-police officers as lead investigators within the Independent Police Complaints Commission (now the Independent Office for Police Conduct).
However, evidence has shown that little has changed since the review, with preventable deaths continuing to occur, and the very issues that led to the Angiolini review not being adequately addressed.
